Section 8

The Section 8 Program was enacted as part of the Housing and Community Development Act of 1974, which recodified the U.S. Housing Act of 1937. The Act has been amended from time to time, and its requirements, as they apply to the Section 8 Tenant-Based Assistance Program, is described in and  implemented throughout this Administrative Plan. The Section 8 tenant-based assistance programs are federally funded and administered for the city of Waterloo by Waterloo Housing Agency’s (WHA). Applications:
Prior to becoming a Section 8 participant, the tenant has to fill out an application and is required to be put on a waiting list.

  • Applications will be taken online. Click here to apply.
  • For those without internet access, the Waterloo Public Library has computers available for use. Additionally, paper applications can be picked up (or will be mailed) during the Housing Authority’s regular office hours, Monday through Friday, 8:00 a.m. – 5:00 p.m.

  • When the tenant's name comes to the top of the waiting list, the tenant is briefed, if eligible.

Tenants:
A briefing session must be attended prior to a tenant receiving rent assistance. The meeting lasts approximately 1 to 2 hours. When finished with the briefing, the tenant is then allowed to find a unit. The unit has to pass a Housing Quality Standards (HQS) inspection.
