WATERLOO ELECTRIC SCOOTER PILOT PROGRAM
The City of Waterloo has implemented a two-year pilot program allowing two private operators to offer electric scooter rentals in Waterloo’s urban core and surrounding neighborhoods. The program provides residents and visitors access to an economical and sustainable transportation option while allowing the City to evaluate the effectiveness of electric scooters as part of an overall transportation and mobility program.

What laws apply to riding an e-scooter?
- Riders must be 18 years of age or older and must have a valid driver’s license or state identification which must be scanned as proof of age.
- E-scooters cannot exceed 15 miles per hour on streets, bike lanes, or trails.
- Riding on sidewalks is prohibited.
Where can I ride an e-scooter?
Users can ride on streets or recreational trails, and are encouraged to use on street bike lanes where available. Rented e-scooters can only be ridden in the operational area designated by the city.

How do I report unsafe rider behavior, parking violations, or abandoned e-scooters?
Individuals may contact the non-emergency police department phone number to report unsafe rider behavior at 319-291-2515.
Improperly parked e-scooters can be reported directly to the e-scooter company by dialing the phone number on the e-scooter or app. Improper parking can also be reported by contacting the Waterloo Public Works Department at 319-291-4267. Licensees have 12 hours to move an improperly parked e-scooter.
How much does it cost to rent an e-scooter?
Each company sets their own prices. Users typically pay to unlock the e-scooter plus a fee for every mile or every minute of usage. Please refer to participating companies’ websites for more information.
How do I register to rent an e-scooter?
Registration should be done directly with the e-scooter operators by downloading the appropriate mobile app. To inquire about costs, local employment opportunities, or get other information, please contact vendors directly.

How many scooters are allowed to operate?
There are currently 300 e-scooters permitted in the pilot program. Each company is allowed 150 e-scooters. Companies may request to increase their fleet size by providing supporting data. Fleet size increases are subject to city council approval.
